The Iraqi Institute for Dialogue Hosts Symposium Exploring the Vital Role of Think Tanks in Governmental Reforms and Decision Making

On the evening of Saturday, June 3, 2023, the Iraqi Institute for Dialogue organized a thought-provoking symposium titled “The Role of Think Tanks in Government Reforms and Decision Making.” The event, expertly moderated by Dr. Alaa Mustafa, gathered esteemed directors of think tanks and research institutions in Iraq, alongside a distinguished gathering of researchers, specialists, and government officials.

The symposium delved into the paramount significance of think tanks and research in offering valuable perspectives and counsel to decision-makers. Discussions centred around tackling crises and challenges related to nation-building in Iraq while fostering a fruitful exchange of knowledge and information among think tanks and research institutions within the country.

In his address, Mr. Abbas Al-Amiri, Director of the Iraqi Institute for Dialogue, highlighted the extraordinary ability of think tanks to attract exceptional intellects and visionaries who assume key executive roles, ministerial positions, and influence decision-making processes. Al-Amiri emphasized how think tanks actively shape and formulate strategic policies.

Concluding his speech, Al-Amiri affirmed, “Experts believe that while the state remains a significant player, it is no longer the sole actor in the global arena. Think tanks have emerged as a new influential force, garnering substantial attention in developed societies and political systems, and have become vital partners in government institutions, influencing crucial decisions in these nations.”

The symposium proceeded with presentations by esteemed researchers. Dr. Khaled Al-Yaqoubi, Advisor to the Prime Minister, emphasized the importance of think tanks, underscoring their role as integral components of the international community. He also critically addressed the proliferation of “fake think tanks,” stressing the necessity for relevant authorities to take measures to differentiate genuine think tanks from those with ulterior motives. Al-Yaqoubi emphasized that the survival of authentic and influential think tanks is contingent upon the respect accorded to them by decision-makers.

Dr. Muhammad Al-Akeli, Assistant Director of the Al-Nahrain Center for Strategic Studies, shed light on the challenging situation Iraq has navigated since 2003. Al-Akeli emphasized the need for accurate and effective decision-making tools, employing specific skills and contexts for strategy formulation and policy development. He applauded the noteworthy efforts exerted by think tanks and research centers, highlighting their vital contributions and relevance in the current landscape. Al-Akeli also addressed specific challenges faced by decision-makers in Iraq, citing a recent government development project as an example.

Dr. Osama Al-Shabib, Director of the Al-Baydar Center for Studies and Planning, shared insights in his symposium paper, illuminating the social and political environment that birthed think tanks. Al-Shabib underlined that when decision-makers rely on think tanks’ recommendations, it signifies a profound respect for these centers and the invaluable insights they provide. Additionally, he discussed the hurdles confronting genuine think tanks, including the absence of legislation and financial crises.

The symposium witnessed a vibrant exchange of scientific interventions and engaging discussions, illuminating critical topics related to think tanks and the decision-making mechanism. Participants praised the Iraqi Institute for Dialogue for its commendable efforts in organizing intellectually stimulating courses and workshops. Notably, the event attracted a distinguished group of experts specializing in politics, security, and economics.
