Speech of the Speaker of the Council of Representatives at the Baghdad Dialog Conference

Honorable Members of the House of Representatives

Ladies and gentlemen, Their Excellencies, and all the attendees are guests of Iraq, academics, specialists, and the honorable and respected public

‏At the outset, I extend my sincere thanks to the Iraqi Institute for Thought Dialog for this generous invitation, the preparatory committee and those in charge of this conference, for giving us this important opportunity in this important meeting, which receives its importance from its title, slogan, participants, the stage in which it is held and the axes it addresses, and from its distinguished title (Baghdad Dialog), when it is a national dialog launched from the capital of thought, culture and science (Baghdad) and with a pure national spirit and with the participation of brothers and friends from thinkers and decision makers, which puts us in front of the opportunity to reach deep results of such transcendent dialogs, which are supposed to put points on the letters and remove cheating through openness, clarity, disclosure and realism, touch wounds and work in a spirit of sincerity to draw the map of the post-victory stage that we are looking forward to during the coming period.

Ladies and Gentlemen

‏A long time has passed since we have been in dialog, holding conferences and exchanging views on our Iraqi problem, without setting a clear timetable for what has been achieved and understanding and including it within a clear road map, as if we were going through the same episode and repeating the same topics, which requires more seriousness in crossing some points that are agreed upon and overcoming them to the next so as not to mix papers and waste time in repeating the achievement, which has confused our dialogs throughout the past period and preoccupied us a lot with the necessary steps in the next stage. Hence, I hope that a higher council for national dialog will be formed that will put on its shoulders to supervise these forums, record the achievement in them, and turn it into a final supreme code to be called the (comprehensive national dialog document) and propose the remaining paragraphs of the dialog to subsequent forums so that the agreed upon is not repeated every time.

Distinguished attendees

It is good that we are meeting today to talk about the post-victory stage, which indicates our confidence in victory and that it is close to verification, and I think that this feeling is based on our belief in God first and then the national consensus on the truth and justice of this great fight and confrontation against terrorism on the one hand, and our high confidence in the capabilities of our heroic fighting forces from the army, police, popular and tribal mobilization forces, Peshmerga and all the events that stand side by side in the battlefield to defend the honor of the homeland, its land and its dignity, in addition to the world standing with us in this fateful humanitarian battle and the conviction of the international community of the need to support us in it, and all this is a great achievement achieved by Iraq during the last stage, which is many .

Ladies and Gentlemen

The role of neighboring countries and regional actors in Iraqi affairs cannot be overlooked at all, but this role is naturally divided into three main sections, the first of which is a required role, which is the supporting role through official means by supporting our forces with weapons, ammunition and information, which we are keen on now and later and is a necessary right for Iraq. Therefore, the bilateral agreements that link us to this ocean oblige these parties to stand with us and support us, and another role is an absolutely rejected role now and later, and what I mean is the support of some parties to terrorist organizations and parties and provide facilities and justifications for them and help them in all ways and use them as a means of pressure either on Iraq or on any regional party fighting the conflict, and this role pushes these groups to fight on behalf of political liquidations and achieving economic or other strategic goals related to influence and dominance, and there is a third role, which has been silenced throughout the past period due to the circumstances and complexities, which is a temporary silence stemming from the predominance of interest and will not last for long, and I will be honest in diagnosing this role , which is the presence of parties on our land or in our airspace for one reason or another, we believe that our conditions and capabilities are not enough now to oppose it, and because we are facing a great danger, which is ISIS, and when ISIS ends, we will be frank with those who stood with us and helped fight it by demanding an end to all manifestations of this presence .

The honorable presence

‏There is no doubt that we are required to review all the previous procedures regarding the form of the administrative system that has been followed during the past 14 years and to try to find a new type of administration that is consistent with the constitution and in line with the regulations in force and the laws in force, including Law 21 for the provincial councils, and I think that supporting decentralization is one of the most important necessities for the next stage, and among the forms and forms of supporting decentralization is the system of regions at the governorate level exclusively without the type of population of these regions having an impact in the form of these regions, and perhaps going to these options is the best way to preserve the unity of Iraq and its capital from any attempts to divide it according to sectarian or ethnic bases ."

Distinguished Conferees

‏A difficult stage awaits us that requires unity and high national harmony, which is the stage of peaceful coexistence between the people of one country after the difficult wounds caused by terrorism and the settlement of all social problems caused by the entry of terrorism into many governorates of Iraq and the social and urban devastation that resulted from this occupation, and all of this requires sacrificed steps by decision-making, including two stages, the first is the return of displaced persons, compensation, stability and preservation of diversity, and the second is the comprehensive reconstruction of the infrastructure of these areas in order to be livable after terrorism came to most of the manifestations of reconstruction in those areas, and this requires a comprehensive reform plan in which the executive authorities must present a vision in regard and the House of Representatives will be supportive of all those steps as far as the legislation required by those reforms.

‏I reiterate my thanks and appreciation to the Iraqi Institute for Thought Dialog, the University of Baghdad, and my brother Sheik Hammam Hammoudi, who supervised this conference, and to all of you, and my wishes for this forum for success and success.
