Executive Summary of the First Baghdad Dialog

On 14 and 15 January 2017, the Iraqi Institute for Thought Dialog, in cooperation with the House of Representatives and the University of Baghdad, held a Baghdad Dialog Forum entitled "Post-Victory Options" with the participation of the Islamic Republic of Iran, the Republic of Turkey, the Hashemite Kingdom of Jordan, the Arab Republic of Egypt, the Syrian Arab Republic, the State of Kuwait and the Lebanese Republic, and the contribution of all government institutions and the involvement of political, academic, media, cultural and other figures.

The Baghdad Conference and Dialog discussed all the visions and proposals put forward during its sessions, which combined the words of decision-makers and the views of specialists, and reviewed the research and studies presented by ministries, institutions, bodies and personalities..  ..

The statement stressed that "dialog" is an urgent necessity, as it coincides with a stage of military victories that require investing it in an intellectual victory in which efforts are combined to confront the extremist and extremist ideology that threatens all peoples of the world alike .

2.    As the security challenge is the current one that must be dealt with with with full force and firmness, it is necessary to support and strengthen the security and military forces with all their respectful titles.

The conferees agreed that defeating ISIS militarily and fortifying it from its cells is a basic and direct matter to achieve the security of the country, but we must realize that security is also a general societal responsibility through awareness, monitoring and cooperation, and removing quotas from security administrations and relying on competence, professionalism, loyalty to the homeland and the political system .

Considering reform and change as a permanent and continuous movement and a collective public responsibility that begins with the citizen to the highest authority in the state, and strengthening the means of cooperation in this file in the public interest.

High attention to the families of the martyrs and the wounded, and work to remove all traces of the transitional phase and the occupation phase and those caused by terrorism and the war on ISIS through mechanisms that ensure the achievement of this.

6.    Directing religious discourse in a way that enhances peaceful coexistence and respect for the other and keeps it away from inciting extremism and violence. 8. Agree on national principles and make them binding on all, so that they are respected and appreciated without prejudice.

The need to revise the election law in a way that ensures fair and transparent elections and the arrival of real and representative representatives of their voters.

Supporting the directions of strengthening the principle of Arab and Islamic solidarity and crystallizing a balanced and solid policy with the neighboring countries and the region based on respect for sovereignty and non-interference in the affairs of others, re-cohesion, building common interests between countries, cooperation in confronting terrorism in the region while preserving the national privacy of each country, and concluding agreements that promote it.

Rejecting calls for the partition of the country or paving the way for it with the promotion of administrative decentralization .

The cultural and media establishment of the principle of the state of citizenship to take its course in the political process instead of quotas and consensuses that hinder decision-making and the enactment of laws that are important and serve the citizen.

The media has an essential and important role in promoting and encouraging sound dialog, maintaining a healthy and sound public atmosphere for exchanging views, ideas and dialog, and transforming excitement from a destructive factor to an excitement that uplifts values, courage, and honesty.

Emphasis is placed on monitoring and holding accountable media outlets that promote extremism, violence, and takfir and incite hatred among the various components of the people.

Strengthen efforts to alleviate the suffering of our displaced people, provide them with humanitarian assistance, and facilitate and accelerate their return to their homes in safety and stability.

As Iraqis achieve their historic victory and take pride in it, they are supposed to be more determined to overcome the challenges and intractable problems that have been overcome, to keep silent about them in the past period, and to treat them with a positive spirit and confidence, in accordance with the constitution .

Emphasizing the need to move from the oil rentier system to a productive and open economy with a clear vision to overcome the dependence of our economy entirely on oil .

The conferees stressed the need to reconsider the curricula of education, especially religious education, history and patriotism, in a way that enhances the spirit of unity and acceptance of each other and spread mutual respect

Emphasize the integrity and independence of the Iraqi judiciary and the rule of law.

Legislating laws that concern citizens, promoting justice and equality, protecting freedoms and rights, and reviewing laws enacted from the previous era and changing them in line with the circumstances of the country and the facts of democratic transformation.
