Hamid Majeed Moussa via Thought Dialogue: We need a radical review of state-building

In this context, Dialogue of Thought conducted an extensive interview with Mr. Hamid Majid Moussa, Secretary of the Iraqi Communist Party, to discuss the factors that led to the state of political and social stagnation in Iraq and the failure to achieve the bright picture that was promised after the fall of the previous regime. The discussion also touched on the responsibility of national forces, their internal contradictions, the role of foreign interference, and the possibility of rebuilding the political system on sound foundations that guarantee security, justice and development.

Dialogue of thought: What are the factors that led to the stagnation and failure to realize the vivid image promised by nationalist forces after the fall of the previous regime?

Mr. Hamid Majeed Musa: We participated as national forces in a united and long struggle to get rid of a bloody fascist regime, and the picture we painted for citizens was a prosperous alternative, a new democratic situation and a new Iraq based on the qualifications that Iraq possesses. etc.

But years later, people didn't notice what we portrayed to them, and now they are barely recognizing it, and this situation needs to be stopped.

We need to talk about the factors and reasons that led to this stagnation that we live in today, and this stagnation is not attributed to a single reason, but rather a group of factors and reasons, some of which are old and inherited, and some of them are modern, and we believe that the reasons for our current situation are as follows:

1- The change at the hands of a foreigner had its own entitlements and tax, because all the struggling forces could not change the regime with their various forces, and the change was made by a foreigner, which had entitlements and imposed a path on us.

2- The accumulated legacy generated another reason, which is the country's vulnerability to foreign and regional interventions, as Iraq is a country with porous borders and everyone seeks to serve his country's national interests, and here I do not exclude any of the countries.

3- Terrorism, which had a major impact on delaying the wheel of change in the country.

4- The chaotic administration and the accompanying financial and administrative corruption had a major impact on the situation we are living in today, as well as the weakness of the issue.

These were major factors, and we believe there are minor ones:

The Responsibility of Iraqi National Political Forces

Dialogue of thought: Were they in the right way and form and were their decisions sound, or were they captive to narrow views?

Mr. Hamid Majeed Musa: We got involved in blood, militias and foreign countries, and these were tools of conflict, and thus we became unable to save the country from destruction and all that came with it.

Our people were generous to us, but we did not invest this generosity well, and today the people feel pain, and this is a real crisis, and today we are living multiple manifestations of mismanagement, as we did not have a state before and until today, we had to reconsider a number of institutions, but the question is how?

The other main reason is the political forces and their rivalry and foreign powers. The rivalry of the political forces negatively affected the change.

Dialogue of thought: Can the system be rebuilt?

Mr. Hamid Majeed Musa: But we must start with sound steps in the field of security, building the economy and uniting the efforts of national forces.

From the above, it can be said that there are major reasons behind the delay in the wheel of progress that were governed by secondary factors, namely corruption, lack of judicial independence, and improper management of the integrity file.

Today, we need to minimize multiple governments through the separation of powers and an independent judiciary that plays a major role in limiting multipolarity in the government and the state.

Everyone should join efforts to evaluate the past experience under the goal of building and rebuilding the state to serve this generous and patient people.
