Halbousi in the eighth dialog of Baghdad: the limitation of arms in the hands of the state is constitutional.. We are waiting for steps to protect the sovereignty of Iraq and facilitate the export of oil

The Speaker of the House of Representatives, Mr. Hibat Al-Halbousi, stressed that the confinement of weapons to the state represents a constitutional commitment that enjoys the support of various parties, stressing that the Iraqi security forces are capable of protecting the country, while revealing parliamentary moves to support the government and secure salaries, in addition to opening the files of oil, corruption, displaced people and real estate in Jurf Al-Sakhr.

This came during Al-Halbousi's participation in a dialog session within the activities of the 8th Baghdad Dialog Conference, organized by the Iraqi Institute for Dialog in Baghdad. The session was moderated by journalist Samer Jawad, and the Speaker of the Council of Representatives addressed a wide range of political, security, economic, and oversight files, as well as Iraq's relations with neighboring countries and sovereignty issues.

Al-Halbousi arrived at the conference on Friday evening to participate in the activities of the first day, before presenting during the session a number of positions on the priorities of the next stage and the role of the legislative institution in supporting and monitoring the work of the government.

Respect for Iraq's Sovereignty and Relations with Neighboring Countries

And in the foreign relations, Halbousi stressed that Iraq respects its relations with all neighboring countries, stressing at the same time the need to respect its sovereignty and national interests.

He said that Iraq views its regional relations from the standpoint of mutual respect, pointing out that Baghdad wants to maintain balanced relations with its surroundings, without this being at the expense of Iraq's interests or its sovereign rights.

And in this context, the Speaker of the House of Representatives revealed that the Iraqi leaders and people have been conveyed to the Speaker of the Iranian Parliament regarding not allowing Iraq to export its oil through the Strait of Hormuz, stressing the importance of addressing this file in a manner that takes into account Iraqi interests.

Counting weapons and handing over factions

And in the security file, al-Halbousi stressed that all parties, including the reference, support the principle of limiting weapons to the hands of the state, stressing that the surrender of weapons represents a constitutional entitlement.

And he explained that the state does not deny the role played by the factions during the stages of confronting the terrorist organization ISIS, but the current conditions, according to his vision, are different from the stage that necessitated the presence of these armed formations, indicating that the Iraqi security forces are now able to perform their duties in protecting the country.

Al-Halbousi said that "handing over arms is constitutional," stressing that the need for armed factions has disappeared, and that the security forces have become sufficient to carry out their tasks.

And at the same time, he reassured Iraqis that there are no signs of an internal clash, stressing that the goal is to address the file within the framework of the state and the law in a way that preserves the security and stability of the country.

Government Support and Borrowing Law

And in the economic and financial file, the Speaker of the House of Representatives revealed the existence of a draft of the borrowing law that will be read over the next week, indicating that the aim is to support the government and enable it to meet its financial obligations.

He explained that the borrowing law will be read before the approval of the budget, especially with the aim of providing the necessary financial cover to manage the salaries of employees.

Al-Halbousi pointed out that the evaluation of the government's performance within a period not exceeding 100 days cannot be accurate, especially since the ministerial cabin has not yet been completed, but at the same time confirmed the existence of clear seriousness in government work.

And within the framework of monitoring the implementation of the ministerial program, he said that there are daily meetings at the level of the three presidencies, while the House of Representatives formed a special committee to evaluate the implementation of the government program, with an agreement to follow up the program directly with the Prime Minister within the Council.

Parliament and the fight against corruption

And touched on the supervisory role of the House of Representatives in the fight against corruption, stressing that the current legislative session is one of the most committed in this area.

He stressed the importance of parliament exercising its oversight powers, including monitoring the performance of government officials and institutions, in a way that contributes to enhancing transparency and holding those who are negligent accountable.

And in the legislative context, he pointed out that the Cybercrime Law is an important legislation, explaining that it does not include the issue of "hacking" in the form in which it is circulated, referring to the importance of clarifying the contents of the law and not interpreting its articles inaccurately.

He also stressed that the House of Representatives has the power to lift immunity even during the legislative recess, allowing the House to exercise its constitutional powers whenever necessary.

Oil and crude exports through Hormuz

And the issue of oil exports was discussed by the Speaker of the House of Representatives, especially in light of the challenges associated with waterways.

Al-Halbousi pointed out that Iraq informed the Iranian side of its position on not allowing the export of Iraqi oil through the Strait of Hormuz, stressing that Baghdad adheres to its economic rights and interests.

This file comes within the framework of Iraq's endeavor to secure stable paths for its oil exports, as oil is the main resource for the Iraqi economy, and maintaining the flow of exports is an economic and sovereign priority.

And in the real estate file in the Jurf Al-Sakhr area, Al-Halbousi revealed the existence of a specific and acceptable mechanism for auditing real estate owners in the area.

He pointed out that the handling of this file needs precise procedures to verify the owners of rights and real estate, to ensure that the file is organized according to the approved legal and security frameworks.

Displaced people: it is shameful that displacement continues after a decade

And on the issue of the displaced, the Speaker of the House of Representatives criticized the continued presence of displaced people who were unable to return to their areas despite the passage of about ten years since the beginning of the crisis.

He said that the continued presence of displaced people after this period is "shameful and flawed," stressing that the House of Representatives will not be satisfied with traditional government solutions to address the file.

And revealed a trend to form a security committee to investigate the file of the displaced and to find out the reasons for the failure of some of them to return to their areas of origin, which helps to identify the obstacles that prevent the closure of this file permanently.

Legislative Power and Stability Support

Al-Halbousi's positions during the 8th Baghdad Dialog Conference come at a time when Iraq is focusing on a set of overlapping files, foremost of which is the stabilization of political and security stability, limiting weapons to the state, ensuring the continuity of the work of institutions, as well as addressing economic and financial challenges.

The Speaker of the House of Representatives stressed that the legislative institution continues to perform its role in supporting the government and monitoring the implementation of its program, in parallel with the use of constitutional and legislative tools to address outstanding issues, in a way that enhances the work of state institutions and preserves the sovereignty of Iraq and the interests of its citizens.
