The protocol is the behavioral regime in diplomatic life, which establishes the means of good conduct vis-à-vis the other. It is a set of rules that guide how an act or activity must be performed. If the protocol is concerned with the general rules to be adhered to in diplomatic dealings, the etiquette is about implementing the details of the protocol rules at best and how to comply with them.

Protocol and etiquette determine the proper or generally accepted conduct with respect to the origins of diplomacy and State affairs.

And given the urgent need for the employee of the diplomatic corps to an easy reference to the etiquette and protocol, to guide him in his work and relationship, we found it useful to develop this guide, which contains guidelines in the etiquette and protocol in the light of the Iraqi protocol system for the year 2016, with the presentation that I do not claim through this work that I invented something new, this guide is the fruit of what was written in abundance about the etiquette and protocol, and what I saw during my practical career at the Ministry of Foreign Affairs and my participation in the preparation of diplomatic qualification programs, as head of the Diplomatic Rehabilitation Department and then an assistant to the Dean of the Institute of Foreign Service, I worked on preparing this guide to be a quick and responsive reference for the employees of the diplomatic corps, especially in the Iraqi Ministry of Foreign Affairs.
